The 2024 Quota Beverage License Drawing application process in Florida allows individuals and businesses to obtain liquor licenses in counties with a limited number of licenses. The application period began on August 19, 2024, and remains open for 45 days. Fifty-four quota beverage licenses will be available across 32 counties in 2024. The deadline is 5 p.m. on October 3.

To participate, applicants must submit an entry online or in paper form. Each person or entity is allowed only one entry per county. Applicants can complete the forms using the Florida Department of Business and Professional Regulation (DBPR) website or by mailing the necessary forms to the Division of Alcoholic Beverages and Tobacco (DABT).

The state designed the quota license system to control the number of establishments that can sell alcoholic beverages in a given area. This system helps balance supply and demand, ensuring the market is served but not oversaturated. The drawing is a random selection process, giving all applicants an equal chance to obtain a license.

DABT will notify the winners

Once the application period closes, the DABT will conduct the drawing. Winners will be notified and allowed to apply for a quota beverage license. This license allows the sale of beer, wine and spirits for consumption on or off the premises, depending on the type of license issued.

Applicants should know the associated costs, including application fees and potential transfer fees, if they decide to sell the license later. Additionally, before the license is issued, winners must meet all regulatory requirements, such as zoning laws and health and safety standards.

Applicants can visit the DBPR website or contact the DABT directly for more detailed information, including specific forms and instructions. This process is a crucial step for those looking to enter the liquor business in Florida, offering a fair and regulated means to obtain a valuable license.

Still have questions or concerns?

While the initial application process is relatively straightforward, winning applicants face various challenges to finish the process and determine the next steps for keeping the license or selling it. There are attorneys who can help clients choose the best course of action, follow all regulations and negotiate a sale if desired.
