Businesses and entrepreneurs seeking to obtain a quota alcoholic beverage license in Florida should take note of the deadline. The entry period begins on August 18, 2025, and runs for 45 days, closing at 5:00 p.m. on October 1, 2025.
Understanding the Quota Beverage License Drawing
The Quota Beverage License Drawing is a process established under Rule 61A-5.0105 of the Florida Administrative Code. It allows applicants to compete for a limited number of alcoholic beverage licenses available in specific counties. These licenses are essential for establishments wishing to sell wine, beer and other alcoholic beverages. Florida limits the number of quota licenses available and those wishing to obtain a license must do so either through the public drawing or by purchasing from a business owner selling an existing license.
Important dates and details
Businesses should note the following dates:
- Entry Period: August 18, 2025, to October 1, 2025, until 5:00 p.m.
- Entry Form: FORM DBPR ABT 6033 will be available starting August 18, 2025.
- Entry Fee: $100 per entry, payable by check, money order, or credit card.
Businesses can submit the forms online, by mail, or deliver to the Division’s office.
Counties with available licenses
For the 2025 drawing, licenses are available in the following counties:
Bay (1), Brevard (2), Broward (1), Charlotte (1), Citrus (1), Clay (1), Collier (1), Dade (1), Duval (2), Hendry (1), Hernando (1), Hillsborough (3), Lake (4), Lee (3), Manatee (2), Marion (2), Orange (3), Osceola (2), Palm Beach (2), Pasco (3), Polk (7), Sarasota (2), Seminole (1), St. Johns (2), St. Lucie (2), Volusia (1)
Each applicant may submit one entry form per county.
Note that Sumter County was originally included in the published list of counties with available beverage licenses, with two licenses available for applicants. The DABT issued a notice on September 9, 2025, removing Sumter County from the list of counties for this year’s drawing, stating that Sumter County was erroneously included in the publication.
